MULTI-TIERED SYSTEM OF SUPPORT (MTSS)

Berkeley County School District (BCSD) provides a framework for the Multi-Tiered System of Support for all schools within BCSD.  The framework includes the required structures from the state department (SCDOE) along with BCSD supports and protocols. The intent is to provide a framework that school teams can use to build and strengthen their own internal systems for making data-driven decisions for all students through protocols and inform district decisions about instructional improvement. This includes decisions regarding behavioral and academic core, gifted/advanced, and supplemental instruction.  MTSS implementation is a shared responsibility and ownership of all Berkeley County educators, staff, families, and communities.

The Guiding Principles of the BCSD MTSS Framework:

In order to teach all students through systematic support and learning extension opportunities we must: 

  1. Intervene early

  2. Be proactive versus reactive

  3. Use a multi-tiered, problem-solving model

  4. Use research-based, scientifically validated interventions and instructional strategies

  5. Monitor student progress

  6. Use data to adjust instruction

  7. Collaborate with school based teams in problem solving

  8. Engage families and communities

Dr. Shene White

Multi-Tiered System of Supports Coach

Dr. Shene White is the current MTSS Coach at Stratford High School. She works to best serve the students at Stratford to ensure their overall success. Dr. White has worked in the tri-county for 25 years as an elementary teacher, teacher coach, reading coach, instructional coach, lead teacher, Title I facilitator, and an assistant principal.

Dr. White holds a bachelor's degree from the University of South Carolina. She received her first master’s degree from the College of Charleston and a second master’s degree from Charleston Southern University in elementary supervision and leadership. Also, she holds a doctorate in educational leadership from Charleston Southern University.

SCDOE MTSS SITE

On May 18, 2018, Governor Henry McMaster signed into law Act 213, which directed districts to implement MTSS beginning in the 2019–20 school year. MTSS addresses the needs of the whole child – academically, behaviorally, socially, and emotionally – through a holistic and personalized system of learning that incorporates academics and social emotional behavior into one framework.
