BCSD board approves high school attendance line changes for Sangaree area

The Berkeley County Board of Education held a final reading on attendance line changes for the Sangaree area at the Tuesday, March 12 regular meeting.
The changes impact high school age students living in the area, previously zoned for Cane Bay High.
At the meeting, board members unanimously approved Option B, which moves 197 rising ninth-graders to Stratford and allows many rising 10th-12th graders living within the zone the option of attending Stratford or remaining at Cane Bay High. The changes will go into effect at the start of the 2019-20 school year.
Option B covers the largest geographic area of all three options proposed to the board. The board previously voted on Option C, but following concerns shared from parents on commutes, the board discussed and approved Option B, which expands the impacted area across I-26 to Highway 78.
Board Chair Sally Wofford said she began to strongly consider Option B after understanding a majority of Sangaree Middle students would be included. District 4 representative Kathy Littleton spoke in support of Wofford’s change in decision.
“I think with the growth that’s going on right now in that community (Cane Bay), I think four years from now, we would be asking for that group (the other side of I-26) to go over there anyway,” Littleton said.
Board Vice-Chair Mac McQuillin said emails he received from community members mostly favored Option B.
The board also unanimously approved guidelines/exceptions for the attendance line change. Those guidelines/exceptions are outlined below. While a closer look at bus transportation was requested at the last meeting, the board did not vote to include bus transportation for students in the impacted area who decide to attend Cane Bay High.
All rising 10th-12th grade students in the modified attendance zone have the option to remain at Cane Bay High School or to transfer to Stratford High School.
Rising 9th grade students in the modified attendance zone will attend Stratford High School beginning August 2019.
Rising 9th grade students who have established athletic eligibility/presence have the option to attend Cane Bay High School.
Rising 9th grade students who have an established presence in fine arts programs have the option to attend Cane Bay High School.
Sibling Clause: Siblings residing in the same household that will attend high school in the same calendar year have the option to attend Cane Bay High if their older sibling remains a student there.
**There may be other individual circumstances we learn about from our families, and those can be handled by the administration on a case-by-case basis and/or through an attendance appeal to the board.
